1.    An Agreement for Revision of Pay and Allowances 1997 was entered into between the APSRTC and APSRTC National Mazdoor Union on 21.10.1997 under Section 12 (3) of I.D. Act. 1947 and the Government was requested to accord sanction vide letter 3rd cited. Circular instructions were issued vide Circular 5th cited regarding implementation of Revised Scales of Pay, 1997 through salary bill of Dec. 1997 after receipt of communication of the sanction from the Government.

2.    The Scales now revised are D.A merged as on 1st January 1997 when the preceding 12 months Moving Average of all India Index No. is at 1645 (Base 1960 = 100) as communicated by the Bureau of Economics & Statistics, Government of Andhra Pradesh.  Instructions were issued vide Circular 4th cited regarding revised rate of D.A. effective from 1st July 1997 on RPS 1993.

3.    The Vice-Chairman & Managing Director, has now accorded sanction for payment of revised rate of D.A. in RPS 1997 to Class-II, Class-III and Class-IV employees w.e.f 1st April 1997 whose Pay has been fixed in RPS 1997 at the following rates as against the D.A. rates in RPS 1993 already notified vide Circulars 1st and 4th cited.

NOTE :    i)    "PAY" means Basic Pay fixed in RPS 1997 and changes that come above from time to time on account of increment/ promotion/reversion/reduction in Pay etc., and shall include Special Pay and Personal Pay.  It does not include Special Allowance.

                ii)    The Dearness Allowance shall be calculated on "Basic Pay" of RPS 1997 and to be rounded off to the nearest rupee.

    4.    The revised Dearness Allowance at the rate of 4.4% shall be drawn and paid through regular Salary Bill of December 1997 in which month the Revised Pay Scales are proposed for implementation.

    5.    If any employee in Class II, III & IV service opts to RPS 1997 from the date of his/her next annual increment (other than 1st April 1997) he/she is entitled to the D.A. as usual at the rates prescribed in the Circulars No. PD-14/1997, Dt 19.03.1997 and PD-69/1997, Dt. 06.10.1997 till his/her Pay is fixed in RPS 1997.

    6.    The above rate of Dearness Allowance shall not be applicable to the Ex-TTD employees who have not opted to the Service conditions of APSRTC and also to the employees on Deputation to APSRTC .
